were in severe financial straits and could not rely solely on student tuition and large endowments for support; and WHEREAS, There is a necessity for our congregations in particular to consider giving faithful support to the Concordia universities in their region; therefore be it Resolved, That the English District memorialize the Synod to encourage its congregations to give prayerful consideration and financial support to our various Concordia universities; and be it further Resolved, That pastors in shepherding their congregations encourage the financial, prayer, and “presence support” for and to a CUS school of their choosing; and be it further Resolved, That the district memorialize the Synod in convention to direct the CUS Board of Directors to send an annual letter of encouragement to pastors and congregations to give financial support, as well as prayer support, and encouragement of youth to consider attending a Concordia university, especially for professional church work; and be it finally Resolved, That each congregation of Synod be encouraged to put a CUS school into its annual budget and/or mission budget, marking it a blessing of God to render such support for the furtherance of Christ’s kingdom of grace, His church on earth. English District Ov. 7-09 To Amend Bylaw 3.6.6.1 WHEREAS, Bylaw 3.6.6 states that the Concordia University System (CUS) Board of Directors (BOD) is to assist with the cooperation and coordination of the Synod’s colleges and universities in the “ preparation of commissioned ministers for service in the Synod and of pre -seminary students for study at a Synod seminary”; and WHEREAS, The CUS BOD wishes to carry out this purpose in a timely fashion for the benefit of the Synod, her colleges and universities, and our students; and W HEREAS, Bylaw 3.6.6.1 (b) states that the CUS BOD shall “review and approve new implementations of and discontinuance, whether actual or constructive, of programs of study leading to professional church work in the interest of the institution(s) and the Synod”; and WHEREAS, Bylaw 3.6.6.1 (g) directs the CUS BOD to “ receive, revise, and recommend to conventions of the Synod for approval any proposals for creating, essentially revising, or renaming programs of study and certification for commissioned ministry”; and W HEREAS, Bylaw 3.6.6.1 (b) places approval of programs of study leading to church work with the CUS BOD, and Bylaw 3.6.6.1 (g) places this approval with the conventions of the Synod, these two placements conflict with one another; and WHEREAS, The triennial cycle of convention of the Synod leaves the alteration of programs of study in any way according to Bylaw 3.6.6.1 (g) in a timely manner impossible; therefore be it Resolved, That Bylaw 3.6.6.1 (g) be struck as follows: PRESENT/PROPOSED WORDING 3.6.6.1 The Concordia University System Board of Directors shall: … (g) receive, revise, and recommend to conventions of the Synod for approval any proposals for creating, essentially revising, or renaming programs of study and certification for commissioned ministry; (hg) … and be it further Resolved, That the delegates gathered in convention exhort the CUS BOD to enact the work of Bylaw 3.6.6.1 (b) promptly when called upon to do so by a university; and be it further Resolved, That the CUS BOD include any such actions in their triennial report for the Workbook; and be it finally Resolved, That the CUS BOD’s work be commended to the care and mercy of our Lord Jesus Christ. Board of Directors Concordia University System Ov. 7-10 To Amend Bylaw 3.10.6.2.2 WHEREAS, The 2023 Synod c onvention adopted Resolution 7- 04B, “To Revise Bylaws to Revisit and Renew Relationship of Colleges and Universities with the Synod”; and WHEREAS, 2023 Res. 7-04B significantly changed the way that the Synod relates to the universities of the Concordia University System (CUS); and WHEREAS, P art of 2023 Res. 7-04 B establishes mandatory training for the regents of the universities of the CUS; and WHEREAS, That training is now codified in Bylaw 3.10.6.2.2, its subparagraphs (a–d) further describing such training; and WHEREAS, T he required training has been initiated and is ongoing; and WHEREAS, Bylaw 3.10.6.2.2 (d) has been subject to several interpretations and has caused some confusion regarding the training required of regents appointed or elected between conventions of the Synod; therefore be it Resolved, That Bylaw 3.10.6.2.2 (d) be amended as follows: PRESENT/PROPOSED WORDING F. Concordia University System Boards of Regents 3.10.6.2.2 Persons elected or appointed to a board of regents shall undergo training for such service. … (d) A regent must complete the Synod New Regent Orientation within one year of the Orientation being offered or within one year of being elected or appointed—whichever period is longer. Failure to complete the initial training Synod New Regent Orientation within the first year after the first Synod convention after a regent is elected or appointed renders the regent ineligible to continue in office that timeframe will result in a loss of eligibility to continue serving .
