316 LIFE TOGETHER
(2) All such agenda and hymnbooks shall be considered by 
the convention only after a process of exposure and testing 
decided upon by the Synod in convention. 
(3) It shall represent the Synod in the preparation of agenda 
and hymnbooks in which the Synod may engage in 
cooperation with other synods. 
(4) Revisions to adopted official agenda and hymnbooks shall 
be made only by a convention of the Synod after requesting an 
evaluation and subsequent recommendations by the 
Commission on Worship. 
(d) It shall approve all literature related to corporate Christian 
worship in liturgy and hymnody made available through the 
Synod’s various boards, mission offices, and commissions. The 
commission shall be available to review materials from 
recognized service organizations upon request. 
(e) It shall maintain regular coordination and consultation with 
Concordia Publishing House to provide guidance and alignment 
of its worship-related offerings.

To Begin Preparations for New Hymnal 
WHEREAS, The Lutheran Service Book (LSB) was first published 
as a hymnal of The Lutheran Church—Missouri Synod in 2006 and 
encouraged for use for every congregation; and 
WHEREAS, Much new music, including that developed by The 
Songwriter Initiative (Center for Worship Leadership at Concordia 
University, Irvine), which is faithful to Lutheran teachings,  is 
available but not in the LSB; therefore be it 
Resolved, That the Nebraska District in convention memorialize 
Synod to put a process in place for development of a new hymnal 
or hymnal supplement; and be it further 
Resolved
, That the district memorialize Synod in convention to 
create a process to develop, distribute, and encourage the use of new 
hymnody. 
Nebraska District 
Ov. 4-25 
To Give Thanks for Lutheran Hymnals  
and Call for Production of Supplement 
WHEREAS, This year the Evangelical Lutheran Church celebrates 
the 500th anniversary of the first Lutheran hymnal; and 
WHEREAS, The year 2027 will mark the 150th anniversary of The 
Lutheran Church— Missouri Synod’s work specifically among 
people of color; and 
WHEREAS, The year 2026 mark s the 20th anniversary of 
Lutheran Service Book (LSB); and 
WHEREAS, It is meet, right, and salutary to raise up and 
encourage hymnwriters, liturgists, and musicians from the entire 
church to produce doctrinally pure materials that facilitate 
responsible creativity in worship; and 
WHEREAS, In addition to a clergy shortage, there is also a 
shortage of musicians in our congregations who are capable of 
leading music for worship, with the result that many congregations 
do not have live music for the Divine Service; and 
WHEREAS, The people of the Atlantic District are ready and 
willing to help with the ongoing work on hymnals in the Synod, 
including the production of a supplement to LSB, as we sing to the 
Lord a new song while confessing the Christian faith with saints all 
over the world as the district has in it Christians from all over the 
world; therefore be it 
Resolved, That the district in convention give thanks to Almighty 
God for  the 500th anniversary of the first Lutheran hymnal, the 
Synod’s work among people of all  cultures, and the 20th 
anniversary of the LSB  by singing “ Give Thanks w ith a Grateful 
Heart” (LSB 806); and be it further 
Resolved, That the district give thanks for all musicians of the 
church and all who work to aid the Lord’s people in singing the 
church’s song; and be it further 
Resolved, That the d istrict make every effort raise up new 
musicians during this triennium while encouraging and supporting 
current musicians of the church through advocating the Set Apart to 
Serve initiative, advocating resources through LCMS Worship,  
resourcing through the Association of Lutheran Church Musicians 
and the American Guild of Organists along with other entities that 
encourage the church’s song; and be it finally 
Resolved, That the  d istrict memorialize this resolution to the 
2026 Synod convention for the production of a supplement for LSB 
and the involvement of the people of the district in it. 
Atlantic District 
Ov. 4-26 
To Require Use of Synod Approved Agendas  
and Hymnbooks at LCMS Youth Gathering 
WHEREAS, Synod Constitution VI  4 requires, as a condition of 
membership in the Synod, the “exclusive use of doctrinally pure 
agenda, hymnbooks, and catechisms in church and school”; and 
WHEREAS, The Synod makes available for use by our churches 
and schools hymnbooks whose doctrinal purity has been established 
to the satisfaction of all concerned; and 
WHEREAS, LCMS Youth Gathering, the triennial youth gathering 
organized by the Synod ’s Youth Ministry Office, falls by nature 
under the category of “church” and such groups are therefore 
constitutionally bound to the use of “doctrinally pure … 
hymnbooks”; and 
WHEREAS, The Gathering has in recent years featured assemblies 
at which the worship materials used have been taken from sources 
outside those published under the authority of the Synod and whose 
doctrinal purity is therefore in doubt; therefore be it 
Resolved, That the Synod in convention be memorialized to 
instruct the Gathering henceforth to draw all worship materials 
strictly from agendas, hymnbooks, and catechisms published under 
the authority of the Synod; and be it further 
Resolved, 
That the North Dakota District withhold promotion 
and endorsement from the Gathering until such time (as determined 
by the district’s Board of Directors) that worship materials for the 
Gathering are being drawn strictly from agendas, hymnbooks, and 
catechisms published under the authority of the Synod.
