To Amend Bylaw 4.4.6 (c) to Require Reporting All Complaints to Subjects

WHEREAS, District presidents, when they receive complaints about rostered staff, sometimes do not report the complaint to the individual, yet may keep them in secret files; and

WHEREAS, The individual is unaware of the complaint and unable to seek resolution with the offended party; therefore be it

Resolved, That all complaints, even if anonymous, must be reported to the individual the day they are received with all known information; and be it further

Resolved, That no record may be made of anonymous complaints; and be it finally

Resolved, That Bylaw 4.4.6 be amended as follows:

PRESENT/PROPOSED WORDING 4.4 District President 4.4.6 The district president, even without formal request therefor, may through the proper channels arrange for an official visit or investigation when a controversy arises in a congregation or between two or more congregations of the district or when there is evidence of a continuing unresolved problem in doctrine or practice.

(a) He shall ask for a full report on the case in order that he may have a clear understanding of the situation.

(b) If he authorizes anyone to represent him in such matters, his representative shall be accorded the same rights as the district president.

(c) All complaints, even if anonymous, must be reported to the individual the day they are received with all known information.

No record may be made of anonymous complaints.
